National Park Service (NPS) Programmatic Agreement regarding ESHPF Funding for Hurricanes Florence and Michael and Super Typhoon Yutu
The NPS State, Tribal, Local, Plans & Grants Division invites you to comment on the final draft of the Programmatic Agreement (PA) among the NPS, the State Historic Preservation Offices (SHPO) and the Advisory Council on Historic Preservation (ACHP). The PA provides the framework for grant-assisted work for historic resources damaged by Hurricanes Florence and Michael, and Super Typhoon Yutu.
In FY2019, Congress appropriated $47.8 million in ESHPF funding for disaster relief to properties damaged by Hurricanes Florence and Michael, and Super Typhoon Yutu. The recipients include the SHPOs of Alabama, the Commonwealth of the Northern Mariana Islands, Florida, Georgia, North Carolina, South Carolina, and Virginia.
This PA is for grant-assisted work in eligible communities impacted by the three named storms. Federal agencies are required to consider the effects of their work on historic properties under Section 106 of the National Historic Preservation Act. Due to the complex nature of this grant program it was decided that a PA would be the most useful approach in directing the Section 106 activities. Development of the PA started upon notification of the funding opportunity with our primary grantees and potential signatories to the document and we have worked in the past year to ensure that those with an interest in the historic resources within the affected disaster areas were included in the discussions.
By logging on to the PEPC project page, you can review the document and provide comments in an online collaborative tool, PEPC – Planning, Environment, and Public Comment, which gives you access to documents used in developing and tracking projects within the NPS.
