Subsequent to Mr. Griffin’s approval and the DCA Board’s adoption of the Fourth Edition of the Uniform Chart of Accounts for Local Governments in Georgia, additional needs have emerged for finance directors and staff in many Georgia cities, counties, and consolidated governments.

The proposed fund distribution for the second Substantial Amendment to the Annual Action Plan for the CARES Act ESG-CV2 allocation from HUD is $29,498,276.  Below are the eligible activities we are proposing, the percentage of the overall award for each, and the actual dollar amounts.

  • Rapid Rehousing (49%)                  $14,454,155

 

  • Homeless Prevention (36%)        $10,619,379

 

  • Emergency Shelter (14%)              $4,129,759

 

PUBLIC NOTICE IS HEREBY GIVEN that the Georgia Housing and Finance Authority will hold a public hearing at 11:00 a.m., August 28, 2020 at its principal office located at 60 Executive Park South, N.E., Atlanta, Georgia 30329 in Room 202, 2nd floor, or such other room as noted outside Room 202 at the time of the hearing. The purpose of the hearing is to provide an opportunity for public comment on the proposed plan of financing involving the sale and issuance of up to and including Two Hundred Fifty Million Dollars ($250,000,000) of qualified mortgage revenue bonds.

The Department of Community Affairs (DCA) received 85 applications requesting $58,671,086 in assistance through the State of Georgia Community Development Block Grant (CDBG) FY 2020 Annual Competition. A detailed analysis of the types of applications received and the amounts requested as well as an alphabetical listing with project descriptions are provided. The Community Finance Division (CFD) has begun its review of the applications using evaluation and scoring criteria outlined in the FFY 2020 CDBG Applicants’ Manual.

On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) (Pub.L. No. 116-136) was signed into law to respond to the growing effects of the novel coronavirus (COVID-19) public health crisis. The CARES Act provides special allocations to the State of Georgia under the Emergency Solutions Grant (ESG) and Housing Opportunities for People with AIDS (HOPWA) programs to be used to prevent, prepare for, and respond to COVID-19.

The Fourth Edition of the Uniform Chart of Accounts (UCOA) for Local Governments was approved by the State Auditor and adopted by the DCA Board at the May 2020 meeting. This includes important updates for accounting and finance in Georgia’s city, county, and consolidated governments. The UCOA Fourth Edition is available for download at this link

Subject to legislative authorization and Governor Kemp’s approval, the existing program will be transferred from the Historic Preservation Division to the Department of Community Affairs, and no substantive changes have been made.
