The Balance of State CoC is accepting Notice of Intent submissions for the HUD CoC Builds NOFO
On July 19, 2024, HUD released the Continuum of Care Builds (CoC Builds) Notice of Funding Opportunity. This NOFO targets efforts within CoC geographic areas to address and reduce persons experiencing homelessness by adding new units of permanent supportive housing (PSH) through new construction, acquisition, or rehabilitation through one-time CoCBuilds awards under the CoC Program. Applications must be completed by an eligible applicant and submitted by a CoC Collaborative Applicant. The Georgia Balance of State CoC is releasing this Notice of Intent to identify viable, competitive applications for the CoC Builds competition.
Overview

Purpose: First-of-its-kind funding for new construction, acquisition, or rehabilitation of permanent supportive housing. Through one-time awards under the CoC program, this NOFO will enable communities to develop new units of rental housing with supportive services for people experiencing homelessness.
Available Funds:

Approximately $175M is available. Of this amount, $65M is set aside for states with populations of fewer than 2.5M people.

The maximum award amount for each CoC is based on the CoC’s FPRN. FPRN is the higher of the CoC’s Preliminary Pro-Rate Need (PPRN) or Annual Renewal Demand (ARD).

Funding Details:

No more than 20% of each award may be used for eligible CoC Program activities outside of construction, acquisition, and rehabilitation (e.g., supportive services, project-based rental assistance, operating costs).

Selected projects must provide proof of site control prior to execution of the grant agreement; and execute the grant agreement with HUD no later than 9/1/25. Grant terms may be two, three, four, or five years.

Applications are to be completed by the organization that will administer the funds and must be sent to the CoC’s Collaborative Applicant for review and submission by the deadline(s) below.

The application may include one or more subrecipients. Collaborative efforts are encouraged.
Application Process

Notice of Intent: The Georgia Balance of State Continuum of Care (Bos CoC) is accepting Notices of Intent (NOI) to apply for CoC Builds funding beginning September 5, 2024, and ending September 20, 2024. The BoS CoC will review NOIs shortly thereafter, and if the BoS CoC determines there to be at least one viable, competitive application, the BoS CoC will accept full applications for CoC Builds. The BoS CoC reserves the right not to accept full applications, based on the viability of NOI submissions.
