The Community Development Block Grant Disaster Recovery (CDBG-DR) Program works to rebuild areas affected by disaster through grants for unmet housing needs, infrastructure, and business needs.  Congress appropriates these funds in response to presidentially declared disasters. The Department of Housing and Urban Development (HUD) allocates the appropriated funding to states and entitlement communities based on unmet needs.

DCA is currently administering three separate allocations: 2017 CDBG-DR, CDBG Mitigation, and 2018 CDBG-DR. Two tornadoes touched down in Southwest Georgia (DR 4294 and DR 4297) and Hurricane Irma (DR 4338) affected the coast in 2017. In 2018, Hurricane Michael (DR 4400) ravaged Southwest Georgia again.   • NOTICE OF PUBLIC HEARING GEORGIA DEPARTMENT OF COMMUNITY AFFAIRS CDBG-DR PROGRAM

    PUBLIC NOTICE IS HEREBY GIVEN that the Georgia Department of Community Affairs (DCA) will hold two (2) public hearings at 11:00 AM and 3:00 PM on Thursday, May 2, 2024, at the Historic City Hall located at 201 E. Solomon Street, Griffin, GA 30223 in a room that will be noted at the time of the hearing.

    The purpose of the hearings is to provide an opportunity for public engagement regarding the $12,595,000 awarded to Georgia by the U.S. Department of Housing and Urban Development (HUD) in Community Development Block Grant Disaster Recovery (CDBG-DR) funds for activities in the Presidentially Declared Disaster areas affected by the January 2023 tornadoes (DR 4685).

    Through coordinated efforts with the Georgia Emergency Management and Homeland Security Agency (GEMA/HS) and Local Governments, DCA is in the process of drafting a Public Action Plan.  The Public Action Plan will identify the intended use of the CDBG-DR funds and is due to HUD on May 31, 2024.

    DCA will take input from citizens at each of the two (2) public hearings.  Any comments, both written and oral, will be recorded and submitted in the Action Plan.  All comments will be considered but may not ultimately affect programmatic decisions.

  • Public Notice – Draft Public Action Plan for CDBG-DR 2023 Allocation (January Tornadoes)

    April 15, 2024 – Notice is hereby given that the Georgia Department of Community Affairs (DCA) is seeking public comment for the 2023 CDBG-DR Action Plan (January Tornadoes) and may be viewed here: https://www.dca.ga.gov/node/9020 

    The purpose of the hearings is to provide an opportunity for public engagement regarding the $12,595,000 awarded to Georgia by the U.S. Department of Housing and Urban Development (HUD) in Community Development Block Grant Disaster Recovery (CDBG-DR) funds for activities in the Presidentially Declared Disaster areas affected by the January 2023 tornadoes (DR 4685).
