2011 HOPWA Awards
$2.3 million dollars is awarded to 7 HOPWA programs for State Fiscal Year 2012 (July 1, 2011 - June 30, 2012). For complete information, select the link below.
State FY 2012 Balance of State HOPWA Applications Due May 2, 2011 - Application Process Closed
DCA expects to receive about $2 million dollars in Federal FY 2011 HOPWA funds from the U. S. Department of Housing and Urban Development (HUD). These funds are to be used in a Congressionally-designed 127 county "balance of state" HOPWA entitlement area. For more information on HOPWA entitlements in Georgia, "Program Description" below.

Program Description
HOPWA
Programs in Georgia for persons with HIV/AIDS
The Housing Opportunities for Persons With AIDS (HOPWA) program is a Federally
funded HUD program that primarily provides housing assistance (emergency, shelter,
transitional and/or permanent) for lower income persons with HIV/AIDS. Funds
are typically sub-granted to non-profit agencies within the communities who
usually make their own rules for programs and criteria for assistance, provided
that such rules are within the scope of HOPWA
regulations and guidance from HUD.
In Georgia, HUD provides formula
funds to three (3) government entities.
The Atlanta HOPWA Program
The
largest recipient in GA is the City of Atlanta. Atlanta receives a formula share for the Atlanta "Metropolitan
Statistical Area" (MSA) and makes numerous sub-grants within twenty-eight
(28) counties. Those counties include Barrow, Bartow, Butts, Carroll,
Cherokee, Clayton, Cobb, Coweta, Dawson, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Haralson,
Heard, Henry, Jasper, Lamar, Meriwether, Newton, Paulding, Pickens, Pike, Rockdale, Spalding
and Walton.
In
the Atlanta MSA, Living Room performs intake and assessment, and assists people
living with HIV/AIDS and their families or partners to access housing and

Living
Room works with clients every morning except Wednesday. Office hours are 8 am to 4:30 pm.
Clients are seen on a first come, first served basis. Due to the
high demand for assistance, clients should plan to arrive early. Clients
who come from great distances, working during the day or who have debilitating
medical conditions can call and set up special appointments.
Clients
are asked to bring proof of HIV, TB status, and income. Other helpful
documents are birth certificate, picture ID, and SS card. Grady IDP patients
do not need to bring proof of HIV or TB status. Income is not required to
receive housing referral but is required to receive financial assistance for
housing. Clients needing emergency assistance for late rent, mortgage or
utilities must bring copy of LATE notice or bill, copy of lease, and proof of
income.

Augusta-Richmond
County Program
Augusta-Richmond County receives a formula
share for four Augusta MSA counties, including Burke, Columbia, McDuffie and Richmond. For more information

Balance
of State HOPWA Program
The
State of Georgia, through the Georgia
Department of Community Affairs (DCA), receives about $2 MD annually to provide
HOPWA funding for the balance of state (127 counties). DCA currently funds
six (6) regional programs. Sponsors and areas covered are as follows:
