Establishing Regional Commissions Under HB 1216

SCHEDULE OF REQUIRED ACTIVITIES



By July 31, 2009, each regional commission must:

1)

Initiate the creation of a governing “Council” as prescribed in OCGA 50-8-34 et seq. by convening a meeting of the Chairs of all the County Commissions in the region (and state appointees to the Council if they have been appointed)

 
  • Have this initial Council composed of the County members (and state members if appointed) adopt bylaws and approve a process/procedure for selecting municipal (and additional non-public) appointees to the Council.
  •  Seat municipal (and additional non-public) members to the Council based on these members being appointed in accordance with the Council’s process/procedure.
  • Have the Council, now fully formed and composed of county, city, state appointees, and additional non-public members, elect Council officers in accordance with 50-8-34(e).
  • Have the Council vote to ratify the boundaries of the region in accordance with 50-8-4(f)(1)
  • Have the Council vote to approve the preferred name for the regional commission.
  • Have the Council certify, by resolution, that the Regional Commission will assess and collect annual local government dues in the aggregate averaging a minimum amount of $1.00 for each resident of each county within the region in accordance with 50-8-33(b)(2)

Develop policies to comply with council elections and executive director partisan political activities prescribed in OCGA 50-8-67.

By August 31, 2009, each regional commission must:

Enter into a contract with DCA for services related to implementation of O.C.G.A. 50-8-7.1 et seq.

By September 30, 2009, each regional commission must:

    4)

    Agree to comply with accounting and audit requirements; OCGA 50-8-38 et seq.

    5)

    Agree to comply with contract requirements; OCGA 50-8-35(a)(2).

    6)

    Develop policies governing the transfer or disposal of outstanding assets, liabilities, contracts, staff, records, or debts of any regional development center not existing after July 1, 2009 when the regional commission boundaries contain the boundaries of any former regional development center; OCGA 50-8-47.

By December 31, 2009, each regional commission must:

Adopt, and comply with, personnel policies and practices with specific reference to job descriptions and qualifications as established in OCGA 50-8-35(b).

Agree to comply with department approved continuing education program for professional staff members of commissions as prescribed in OCGA 50-8-35(j).

By March 31, 2010, each regional commission must:

9)
Establish performance standards for measurement of activities of the regional commission as established in OCGA 50-8-34.1 et seq.
