ENERGY CODE PILOT STUDY Program DescriptionThe State of Georgia was recently selected by the US Department of Energy (DOE) Building Energy Codes Program (BECP) in partnership with the Southeast Energy Efficiency Alliance (SEEA) to participate in a “State Energy Code Compliance Pilot Study”. The purpose of this study is to gather information that will be used to evaluate statewide compliance with the new Georgia State Energy Code for commercial buildings (ASHRAE 90.1-2007). The study includes: a survey of local energy code administrative practices and a plan review and onsite evaluations of 44 randomly chosen buildings in Georgia’s 3 climate zones. The plan reviews and onsite building evaluations will be done by an independent evaluator, B & F Technical Code Services, Inc. While informative and helpful, the compliance data collected from individual buildings and jurisdictions will not be made public. Our aggregated state compliance rate will be the study’s only public result. Participation in the pilot study and local jurisdictional survey is crucial, and it comes with key benefits: energy code training for local personnel, the chance to identify areas for code improvement and the need for additional resources to support code compliance initiatives. DCA will submit a final report with detailed findings of the Pilot Study to the Department of Energy’s BECP and SEEA in March 2011.
Compliance Working GroupA Compliance Working Group has been assigned to help locate and acquire the required random sample buildings and to make recommendations regarding the final results of the study. The group is comprised of stakeholders representing both the public and private sectors, e.g. state and federal energy agencies, architects, engineers, general contractors, building officials and trade associations.
