The Georgia Housing & Finance Authority (GHFA) has submitted an Application to the U.S. Department of Housing and Urban Development (HUD) for NSP2 funding. The Application is a response to a Notice of Fund Availability (NOFA) for NSP2 under the American Recovery and Reinvestment Act 2009. The NOFA is designed to assist the redevelopment of abandoned and foreclosed homes. GHFA has established activities and initiatives to meet the priorities and objectives outlined in the NOFA. The Application has been posted to the DCA website.

A corrected Notice of Funds Availability (NOFA) for NSP 2 has been issued by HUD as of June 11, 2009.  This notice may affect the way in which Georgia calculates the areas of highest need and target area eligibility for NSP 2 funding.

We will update this webpage as guidance becomes available from HUD to clarify the new methodology requirements.

Neighborhood Stabilization Program under the American Recovery and Reinvestment Act (NSP 2)

Under the American Recovery and Reinvestment Act (ARRA) additional NSP funds (referred to as NSP 2) were made available for distribution via competition and pursuant to the original HERA legislation. States must compete directly with large urban cities and non-profits using a criteria and process that HUD shall publish within 75 days of ARRA becoming law. The funds will probably be distributed as "substantial amendments" to the Department’s 2008 CDBG “Method of Distribution” that has been approved by the federal government. In general, the original HERA legislation requires that local governments use NSP to purchase abandoned and foreclosed residential properties within low-to-moderate and middle-income (LMMI) areas and make those renovated properties available to LMMI families through various financing mechanisms.

Foreclosure Data by Jurisdiction

Please note: NSP 2 requires applicants to target areas of highest need. Georgia has initially defined the areas of highest need for NSP 2 as those areas having a HUD Foreclosure Risk Score of 18 or above. However, updates from HUD may require that this methodology be changed.
